Expert of the Month: Steve Peranteau Mr. Peranteau specializes in vehicle fire cause and origin, tire failure analysis, and vehicle component failures (brakes, suspensions, steering, etc.). He previously worked in the aerospace industry, where he evaluated fatigue, mechanical and maintenance induced failures of aircraft structures, systems and components as an in-service support engineer for naval aircraft.
As an autocross/road racing driver and high performance driving instructor, he has owned, prepared and raced several different cars on numerous low and high speed circuits in the western US. He has instructed high performance driving techniques for commercial and club schools, and has had extensive practical experience with tire wear and failure. He has earned a BS in Aeronautics and an MBA. |

Expert of the Month: Paul Whiting Mr. Whiting is a member of the National Association of Accident Reconstructionists with more than thirty years experience in the field beginning with the California Highway Patrol where he was an investigator on a Multi-disciplinary Accident Investigation Team. His training includes Aircraft Crash Investigation at the University of Southern California, Traffic Accident Reconstruction II at Northwestern University, Advanced Accident Reconstruction at the California Highway Patrol Academy, and Tire and Wheel Forensics, University of Northern Florida.
He is an expert in speed analysis, low speed collision force analysis, g-forces, occupant kinematics, hydroplaning, human perception and reaction evaluation, vehicle momentum in collision systems, vehicle collision time and distance analysis, tire and wheel failure analysis, seat belt failure and use analysis, lamp filament analysis for on/off, and AutoCAD scene and evidence mapping. |

Expert of the Month: Paxton Starksen Pax Starksen, who is also our vice president of engineering is a registered mechanical engineer and has more than forty years engineering experience. He has extensive forensic investigative and testimony experience. His fields of expertise include pedestrian hazards, manufacturing techniques, and product safety issues. His pedestrian hazard forensic experience includes slip and falls, trip and falls, automatic doors and gates, balcony and railing falls, ladder falls and failures, stairwell falls, bathtub falls, and garage door accidents as well as the appropriate building and safety code compliance issues.
His manufacturing technique forensic experience includes failed fasteners, machinings, welds, die castings, plastic moldings, heat treatings, hydraulic seals and gaskets, mixing equipment, and numerous “hand or foot caught in machinery” type accidents. His product safety issue forensic experience includes playground equipment, chainsaws, woodworking power tools, wheelchair lifts, fire sprinklers, wall heaters, recreational vehicles, industrial controls, valves, life-support systems, bicycles, golf carts, spray can design, battery explosions, propane fires, water heater and stove failures, trash compacter issues, and carbon monoxide poisoning situations.
He is a Certified XL Tribometrist, and a Fellow in the National Academy of Forensic Engineers. To quantify Mr. Starksen’s depth of experience, he has handled over eight hundred pedestrian accident investigations and hundreds of other cases covering a wide range of fires, vehicle issues, machinery malfunction, product liability and safety-related matters. His courtroom experience is similarly broad. |

Expert of the Month: Barbara Malloy Ms. Malloy holds a Bachelor’s Degree in Civil Engineering from California State University at Long Beach, a Master’s Degree in Public Administration from California State University at Long Beach, and a Master’s Degree in Business Administration from the University of California at Irvine. She has a broad base of technical and managerial Civil Engineering and Land Development experience. She has designed grading, drainage, erosion protection, underground utility and other site improvements for sites including single residential lots, subdivisions, small commercial parcels, co-generation plant projects, a casino site, other large scale commercial and industrial projects, public works improvements and fast food restaurant sites. Her structural design experience includes numerous retaining walls, one and two story wood frame structures, and small foundations. She has prepared construction and pro forma cost estimates, consultant performance specifications, construction specifications, and construction bid documents. She has written technical reports including Technical Drainage Studies, Utility Availability Studies, Water System Pressure Studies, and portions of Environmental Impact Reports. She has also had experience with both municipal and private financing of projects. |

Expert of the Month: Tom Lepper Mr. Lepper's areas of expertise include: tire failure analysis, vehicular component failures, brakes, suspension, power trains, air bags, fuel systems, vehicular fire cause and origin, and vehicle theft and forced entry issues. He has been involved with automobiles and race cars, which he drives, for more than thirty years. He is a Sports Car Club of America, and Porsche Club of America, Safety Technical Inspector, and a member of the Southwestern Association of Technical Accident Investigators. He has completed seminars in Vehicle Fires (Lee S. Cole and Associates), Tire Failure and Analysis (National Police Training Institute), and Accident Reconstruction and Low Speed Impact Classes (Southwestern Association of Technical Accident Investigators). He has handled more than eight hundred cases relating to issues relating to automobile component failure or fires. His experience includes extensive photography and video use. He has extensive deposition and trial experience where his hands-on experience is very effective. |
